Why not just install Ubuntu into a virtual machine and run both on the same machine?

If you're looking for some sort of "remote desktop" program, look at the "VNC's". There are very good, free ones, though I'm not sure which support Ubuntu.

Search for UltraVNC, RealVNC, TightVNC, etc. and I'm sure you will find one that suits your purposes. I use Tight to run my ME machine from XP.

    This will help you choose:

when you say "control" do you mean remote desktop or command line, if you are just looking to run a server with some server commands then use PuTTY, its a telnet SSH program.
