If you use Chrome, FF and Edge to access Outlook, you are going to a website https://outlook.office.com/mail/inbox
to access your mail. There is no program installed on your computer.
https://en.wikipedia.org/wiki/Outlook.com

If however you first launch Outlook to download your mail, then post what version of MS Office is installed on the computer.
Look at the Microsoft Outlook screen here to determine the version of Office

Steps for what?
You failed to post if you are using a browser to view outlook or if you launch a program, not a browser, to get your email.

I use Google and my wife is the Outlook person. Now she tells me that the problem with Outlook.live is that she when she clicks on addresses, only two appear. However, if she starts typing an address in outgoing mail the pop-up has names from her complete list. Therefore, the question is how can I get these this complete list to appear when clicking on the icone for address in the left column?
I apologize for my confusion.

There are two methods of displaying addresses.
The one you keep seeing is the "Recents" and NOT the "Contents" of your address book.

To get these Recents in the address book, one needs to select one from a received email and Add that address to the address book. This must be done to for each one.

Have a look at https://www.wikihow.com/Add-Addresses-to-Outlook-Express-Address-Book

Or do a Google on adding addresses to outlook address book
