Hello Omtisawar, and welcome to TSG.

Many computers these days come with the hard drive partitioned with one partition containing all files needed to reset the computer. If your laptop came from the factory with Windows 10 pre-installed you can most likely reset it without any Windows 10 CD. The exact recovery method depends on the brand and exact model number of the computer and if it can currently power up and start Windows.

To add to Chuck's information, if for some reason you do not have the recovery partition, you can use an USB drive with the OS install. This link has detailed information on how to do it: Doing a Completely Clean Reinstall of Windows 10

Note: you may still need to get drivers for the computer so before attempting this, make sure you download the drivers from the manufacturer's site that way you have them in case Windows doesn't have any updated drivers from the device's vendor.

I have found a solution for you, Follow these steps to solve the "There was a problem resetting your PC"

Step #1: Type "System restore in the windows search box and select create a restore point.
Step #2: Click on System Protection
Step 3: Click on the System Restore option.
Step 4:Click the next button and complete the wizard to restore your system to previous available version.

You can also perform a clean Windows installation which will delete everything in your OS drive.
