What Operating System are you running?
When did it start? After downloading a new program?

It's a restriction. Go to start>run and type regedit. Press enter.
    Navigate to:

    HKCU\software\microsoft\windows\current version\policies\Explorer

Highlight Explorer in the left pane. Look in the right pane for thie DWORD:
    Classic Shell

Right click on Classic Shell and choose delete from the menu. Reboot for the change to take effect. OR log off and back on.
