Restart Not Working in New System

Hi. I'm just upgraded my system to an Epox 8RDA+Pro mobo, a Fortron source 400 watt p/s, gig Kingston PC3200, 2 Seagate IDA 'cudas, Barton 2500. Clean install of WinXP Pro sp1.

Everything runs great, except when I attempt to "Restart" my system using WinXP (throught the turnoff screen and select "restart" - it system simply turns off, it never restarts).

I've double checked checked the pin orientation of my case's "power on" and reset" switches on the appropriate mobo headers.

Any help would be greatly appreciated.

Shutdown works exactly like it should, no problems. Restart acts exactly like shutdown.

Do you have the latest BIOS for it? I would also try another power supply, borrow one for a very quick test.
