After my ip is blacklisted on uceprotect.net, I have noticed that:

WARNING: No Reverse-DNS (PTR) is assigned to IP 103.254.94.89.
Please request your Admin or Provider to fix this
    .

Can you explain this and where should i setup this?

that IP is not listed on any current blacklists
you cannot set a reverse ptr on a domestic internet connection only on a website or server that is used for sending mail. That is normally done by your hosting provider. If your ISP allows you to run a mail server then the ISP is the only one that can add a reverse ptr
A reverse PTR is a website domain or server name that can be used in lookups
