Running local website from router

    I have looked for this everywhere, wondered if anyone has any insight.

    I need to be able to have someone connect to a router connection, for example. 'Hotspot' and then a website instantly appears, rather like a guest login screen for Wifi, except I am not allowing Wifi access, only local access to a website.

    Is this possible. The user should be able to browse the site locally.

    I read that Western Digital Cloud drive may work, but any suggestions would be appreciated.
