Runtime error '70': Permission Denied

    I am using window xp pro sp2

    com specs: pentium4 3.00, 512 ram, ATI mainboard & graphics

    When i login into windows, i get this error. Desktop and taskbar are all gone, but wallpaper still there. Then, when i tried to use task manager to run explorer.exe, i only get a window explorer (folders that kind). I cant right click my desktop and change those properties too. I tried to remove stuckrects2 from registry but taskbar still did not appear after reboot.

    i go to see what's in "HKEY_LOCAL_MACHINE/......./windows/current version/Run" in regedit
