Safe mode presents me a black screen with a glitchy mouse

    I can boot into Windows normally, but when I try entering safe mode, I will be presented with a black screen, and a mouse cursor that randomly glitches and flashes into the loading cursor icon and back.
    No controls work.
    Is there a way I could get my normal safe mode back?

    It is some what unusual to have the problem in Safe Mode
    Usually the problem is in normal mode
    When you say you can boot OK in normal mode
    Is everything then OK - and I mean all such as can you open Control Panel
    Can you open system restore - not to actually restore but will it allow you to get there
    Is there another user account on the computer and will that access Safe Mode OK

    What is the make and full model details of the computer
    What Anti Virus is in use

    Everything is ok, everything works fine except for safe mode. I can enter safe mode too, but then it gives me the screeb

    256 gb Samsung 850 pro
    12 gb ram
    Code i7 6700hq
    Nvidia GTX 960m
    Win defender in use.

    I have completely wiped my PC though, so I think it'll be finem
