Same dull and boring "Windows won't boot-up"

    Hello and thanks for taking the time to help me, help someone else!
    First of all this is not my pc, I'm trying to help a friend who lives down the street (again!!!) They brought their system to me in hopes that I could get it back up and running. I am no expert at fixing these things, When I have a problem I come here!
    So this is what I know,
    Windows would not start up, so I made another boot disk for the system 98se and attempted to start windows this way.
    There was a error message that said HIMEM was not loaded,
    I think I finally got it to load by reading through previous threads (adding the file to edit?) I also did sys c: and transfered files successfully. Then tried to reboot, I tried various settings in BIOS. To make it short, I am now able to see the Windows logo but can't go anywhere else. My knowledge does not go much further! Any help with how I can get it running would be much appreciated!!!
    I could not have got this far if it wasn't for you guys!

    Well I ended up having to fdisk and attempted to format when it got to 19% a message came on stating (trying to recover allocation unit) then Not ready Format terminated
    Does this mean my hard drive is no good?
