Samsung HP-S4233 42 needs repair. Any suggestions on do it yourself?

    I have a Samsung HP-S4233 42 inch plasma tv and it displays solid fine bright multicolored colored lines throughout the screen. There are no free spaces anywhere. The tv images appears very faintly behind this image. All Inputs display the lines whether there is no signal or not. As soon as the tv is turned on the lines appear.

    I heard a do it yourself solution was to replace a group of capacitors but the ones suggested look fine. Any suggestions. even knowing what board to replace would still be cheaper than a technician coming over. I tried using a hair dryer to heat up the panels on the back to see if any capacitors could be stressed, but the heat made no difference. This pic is when you turn the tv on without anything playing.
