This is due to a broken volume key; phone was dropped on it.
Is there anyway to disable safe mode without resetting or disable the volume key?

Not that I know of, as of course power and hold down volume down key is the way to enter safe mode and if the volume key is stuck on down you will not be able to do a hard reset, as that in itself relies on the use of the volume up with power and home.
As I see it best bet is to open case and take out broken, stuck volume key. Then use soft plastic implement to change vol inner buttons until you get new key.
The key of course simply fits in the case, as far as I know and providing it is only the key that is broken and not the actual vol controls on the ribbon cable that method should work

If you need advice for removing case see this
