Usually after renting out a computer, it is unknown what the renter did to it, how he configured it, what extra programs he installed, what malware he got infected with. So the safest thing to do after each rental is to re-install Windows.
Did you also have to set the correct date? If so, the clock battery may be dying. So if the previous renter did not set it to the correct date, then those file dates that you found may not be correct.
