Reset your Internet Security to Medium. It should then prompt you to either save the file or open it.

In Internet Explorer, click Tools, Internet Options, Security, highlight the globe Icon and move the slider bar.

First, in Internet Explorer, go to Tools>Internet Options>Advanced tab. Scroll down to and check "Notify when downloads complete," click OK. Try a download. If you don't get the "What do you want to do with this file?" dialog box, close all IE windows, reopen IE and try a download again.

If still no dialog box, open Windows (not Internet) Explorer, go to Tools>Folder Options>File Types tab. Scroll down to "zip," click on it once to select it, then click on the Advanced button. Check the box for "Confirm open after download," click OK and OK.

If that works (and it does 99% of the time), you'll need to check that box for every file type with the same no-dialog-box problem.
