Can you try it in Safe mode and see if it acts the same

    How to get to Safemode

    1. Restart your computer.
    2. When the machine first starts again it will generally list some equipment that is installed in your machine, amount of memory, hard drives installed etc. At this point you should gently tap the F8 key repeatedly until you are presented with a Windows XP Advanced Options menu.
    3. Select the option for Safe Mode using the arrow keys.
    4. Then press enter on your keyboard to boot into Safe Mode.
    5. Do whatever tasks you require and when you are done reboot to boot back into normal mode.

Video Card or Display drivers I would think

Do you have the Video Card drivers on disk or not?

Go in Device Manager and uninstall your video Card driver and restart your PC.

Press the Windows Logo key + Pause Break key together
    another screen will open..
    click on the Hardware tab
    then Device Manager button

Look down the list for Display Adapters
Click on the + sign to expand
Double click on your Video card
    Click on driver tab
    Uninstall driver

    Restart your PC

    Hello again,

I would re-seat your video card and blow out the slot if possible.

Check for any update drivers for your video card on the manufactures site

Also while your in there check for any build up of dust and check all your fans are running.

And having BitTorrent will slow things a lot
