screen savers when not logged in

    I have an all 2000 network. I am using group policy to implement at the default screen saver. This works fine while the machines are logged in. As soon as the sure logs out the screen saver and power management setting do not work. I have set under the machine admin account for the screen saver to kick in and when I log out of that account the screen saver and power management work. Then I log into the user under the OU where the screensaver is assigned and the it works again while the user is logged in. User logs out no screen saver, no power management. The users are setup as admins on the local machines. They are pulling mandatory profiles. The are set when I take them out of the OU I can see the setting are ok in the profile. Additionally I have checked the bois setting and they are identical machines on the machines which are also identical. Any ideas would be appreciated...
