I am not sure this is the right section to post this, but thought I'd try.

In IE5.5 and Win2k, when I am on the internet and scroll up/down the page it doesn't scroll smoothly. Though you are physically scrolling smoothly (wheel or scroll bar), the screen resembles hitting the page up/down key. You see a line scroll down the width of the screen, as the page changes. The only thing that I could find in Internet Options-Advanced was a check box for smooth scrolling, which was already checked. Unchecking it, for he sake of trying, did nothing. It is a relatively new pc (3 or 4 months (Dell OptiplexGX240) We added a Radeon 8500LE video card.

    Any ideas?

    Thanks,

Go to the mouse setup. On mine it's under Motion, for scrolling you can choose 3lines 6lines or screen. Sounds like yours is set for screen, I use 3 lines.
If that don't fix it, Open IE, click Tools > Internet Options and see if smooth scrolling is checked.
