Secondary Video Card "The Device Cannot Start"

    I have a system that has 2 video cards, one a Geforce 3MX440 (AGP) and a just a standard PCI S3 Trio video card. I want to be able to use the PCI card as a second video card, but when Windows starts I look at device manager and the card has the error "The device Cannot start"

    I have tried different video cards, but get the same result.
    I think the only other PCI card in this system is a network card (Which I need), the mainboard is an Intel D850GB running the latest BIOS designed for it.

    If I put PCI to the primary video in the BIOS then the whole situation is reversed..

    Any suggestions on how I can get the PCI video to start?
