I need to make a printer security adjustment in Windows XP but I don't have the security tab in printer properties. Can anyone tell me why?

The instructions in the help file where as follows.

To set or remove permissions for a printer
To change the permission settings for a printer, you must have the Manage Printers permission, which is one of several printer permissions. For more information, click Related Topics.

For instructions, click one of the two following tasks:

Set up new permissions for a printer

    Open Printers and Faxes.
Right-click the printer for which you want to set permissions, click Properties, and then click the Security tab.

The following is what appeared when I looked for help on the same thing (I bolded certain text for emphasis).

Every once in a while, Windows Help will have some useful info under the "Notes" heading, so it's important to read all the info that appears. ;)
