When I am on an open network on the Wi-Fi I can receive emails ok in Outlook but cannot send. Get a mail delivery error. Is this a security setting issue? How can I resolve it>

With most (all?) ISPs you cannot send mail unless you are connected through them. This is for security.

Many ISPs have web mail access (check their web site or call them)--you login using your email ID and password--and you can use this to send mail that looks to the recipients (almost) the same as if you used Outlook.
