Server 2000-Server 2003 Domains

I have a client who has an existing Server 2000 domain. He is running two Windows 2000 servers in his domain. What he's looking to do is to replace the master domain controller,(the server which was first brought up and hence contains the master copy of the domain database).

I believe that since this is going to be a completely new server and running Server 2003 standard edtiion I believe, that I'll need to first take everyone out of the domain, demote the second domain controller to a stand-alone and then demote the master domain controller which effectively dissolves the domain. Then after bringing the brand new server up, recreate the domain and then the secondary domain controller and join everyone back into domain (new SID but same domain name).

Does this sound correct-could anyone confirm whether this is correct?

Any help would be greatly appreciated.
