I have high cpu useage in the service.exe process at intervals of approximately 50 seconds which lasts for 10-15 seconds and peaks at 70 - 80 percent. Other processes that are active are Rtvscan.exe (0-8%), Svchost.exe (0-2%), McciserviceHost.exe (0-13%), SmcGui.exe (0-13%), and Smc.exe (0-5%).

When I unplug the internet connection the useage goes down to 2 - 12 percent and is noisy (ie not constant)

    My system is as follows:

You have two antivirus programs installed on that computer, McAfee and Symantec. Never install more than one.

To remove Symantec, run the Norton Removal Tool.

To remove McAfee, uninstall the program from "Add or remove programs" first, then run the McAfee Consumer Product Removal Tool.

My recommendation is to remove BOTH McAfee and Norton with the removal tools that Phantom010 linked you to, then replace them with

    Microsoft Security Essentials 2.0.657.0

    Malwarebytes Anti-Malware 1.50.1.1100

    SUPERAntiSpyware 4.47.0.1000

They're light-weight and user-friendly and do a good job and are well-recommended in these forums for combating viruses, malware, spyware, and other "nasties". (y)

    -----------------------------------------------------------------

Your log shows too many programs and services auto-loading and running in the background that don't need to be doing so.

It also shows evidence of outdated programs.

All that can be dealt with later though.
