Setting the Background so only Administrator can change it

    as the administrator, is there a way that i can set a certain background and when any user logs on with his account he will have the background that i set? someone mentioned the mmc but i tried and that didn't work, maybe i am missing a step. please help! thank you

    Which version of windows? Is this for a single computer or domain?

    it is for windows xp pro and it is on a domain, or all the users will be on the domain the admin account is not on the domain
