Severe lag after Me to XP upgrade

I recently upgraded my computer from Me to XP. The only issues I used to have were some random freezings, so I thought it couldn't hurt to upgrade to fix the bug. I'm not getting any errors or freezes now, but everything is INCREDIBLY slow. I deleted the old video driver and installed the new one, defragmented, cleaned the disk, got rid of unnecessary files...just about everything I know. Startup takes about 10 minutes and every time I change a webpage, the CPU usage goes off the chart and everything slows down. I can't play games any more because they lock up every 2 seconds. My graphics card isn't out of date, I have plenty of memory and RAM... Posted below is part of my dxdiagnostic. Is there anything I could have missed? Thanks for any help that can be given.

I would suggest you go to MAXTOR and download POWERMAX 4.21 and the PDF instructions for POWERMAX.

Run the diagnostic tests and if the drive passes all the tests do a FULL Low Level Format on the drive, let Windows reformat the drive and reinstall Windows.

Before you start, Access BIOS and set your boot sequence to 1st Floppy Drive, 2nd CD ROM and 3rd Hard Drive. After you start the reinstallation about 1/3rd of the way through the installation you will get a prompt to "press ENTER to boot from the CD" at this prompt, DO NOT press ENTER just wait a few seconds and the machine will reboot itself.

After XP is reinstalled it should solve your problems.

I decided to downgrade back to Me before I wipe the computer clean and reinstall XP. After doing so, the computer has sped up a little bit, but is still slower than it used to be. When I try defragmenting now, it gives me an error that I have problems with my disk drive, and that it needs to be scanned and fixed before I can defragment. Then, when I run Scandisk, it keeps restarting because something else is writing on the disk, although all unnecessary background programs have been shut down. I can make no progress on cleaning my computer. Would I still have this problem even if I wiped everything clean?

The system information you posted indicated the following;

Since you have a MAXTOR hard drive that is why I recommended the MAXTOR "zero fill" (low level format) utility.

The only way you can get a COMPLETELY CLEAN drive is with a zero fill utility. This is what WESTERN DIGITAL says about a "low level format". "Writing zeros to a drive is recommended any time an operating system is to be reinstalled on a boot drive or whenever a blank drive is desired". You can view this statement at;

After you "zero fill" Windows will find the drive as "new-unformatted". Whether you reload ME or XP you should see a marked improvement.

Personally, I zero fill every drive I reformat. By using the MAXTOR utility and instructions that I previously provided the link to you can also check the drive integrity to make sure it is in good condition.
