Should I upgrade to Windows 10 ?

I will be downloading many videos soon.My VISTA is adequate but a bit slow. As I intend to download many videos, should I upgrade to Windows 10?

Meaning what? If you mean to buy Windows 10 for your current PC I suggest that you first check to make sure that Windows 10 can be installed on it and will run on it. Then, realizing how much slower that will be than even Vista, save your money for the new computer you will likely need soon.

If you mean to buy a (new, used or refurbished) computer with Windows 10 that depends on your preferences. I much prefer Windows 8.1 or a Linux distribution to Windows 10.

You appear to have a very old Dell Dimension 9200 or Dell XPS 410.
Is that correct?
What's the exact 7-character "service tag/serial" number on your Dell?

Besides the fact your Dell has very old and slow hardware, a legitimate copy of Windows 10 will cost more than what it's worth.
Your money would be much better spent buying a newer and faster refurbished Dell which comes with Windows 10 already installed.
