shut down freezes

    My computer runs on win98 and just recently when I shut my computer down it freezes and keeps timing out until a "not responding box" pops up with the heading "WIN95 RPC Wmsq Window".
    What is this and why is it running on a win98 machine.Is this the cause of the lock up ?
