If it happens everytime, try Ctrl , Alt, Del and see what is running before you try to shutdown.

Have you downloaded any windows updates lately?
    If no, then disregard.
If you have, go to "Control Panel -> Add/Remove Programs" and see if you have the Q329170 update. If so, remove it. This security update has to do with SMB signing, so it won't effect you in any way. Shutdown the PC, the first time it will take the same amount of time as it saves the settings. However, after the second time you should see a considerable difference in the shutdown process.

Smells of spyware to me . . . hehe

    Please download and run StartUpList
    Post the results file here

This will show us a list of all running processes and startup programs.
We will then be able to determine whether or not you've been hit by any spyware/adware/parasiteware/trojans and, if any are found, we will then provide you with the necessary removal instructions.
