Shutdown but no Poweroff

if it is an atx p/s and is set to soft shutdown,in the bios then you have to hold the power button in for about 6secs to shut down

Shutdown Problems - Power Down Shutdown Solution

Alot of people have been having problems with their system not automatically closing down when they 'turn off' their Windows XP PC. This is because of the APM setting is not enabled. To enable it, right click on my computer - click properties - click hardware and click device manager.
Click view(At the toolbar) and then checkmark "show hidden devices". You should see the NT ATM / Legacy Interface mode with a red cross on it. Double click it and on the screen that appears at the bottom click the drop down menu and choose "use this devise[enable]".

Your PC should now automatically switch off completely on shutdown.
