Skype, other chat programs turn my PC sound off

This never used to happen, but for the past week or so, when I launch and try to use ANY program capable of Internet audio and/or video chat, it turns off my computer's playback sound completely. I can literally watch the slider slide down to zero! And it also checks the normally unchecked "Mute WAV" box.

Now I know some of the programs -- Skype, SightSpeed and Yahoo IM -- have an option of letting the program control your sound settings. But this problem occurs even when those options are unchecked and even if they were functional they wouldn't turn the sound down to zero.

I've tried any number of combinations of having the programs launch on startup (one at a time), not launch on startup, etc. I've ensured that the audio settings are correct via the Control Panel audio setup.

HELP!
