Slow connection issues.

    For the last month or so I have been having increased latency when gaming. I first built this computer in July-August and when playing wow my latency was never higher than 75-150, for the last month or so it has been closer to 350-450. When on xbox live I haven't usually had more than 1-2 bars. I am going through mediacom for internet and they came and replaced my modem yesterday and I got a new router aswell which helped slightly but still having lag issues in both games. The technician they sent to my house tested my line and their equipment that they hooked into my line said I was getting 13 mbps download and 2mbps upload. Right after he left I ran a speedtest on speedtest.net and it read that I was getting 21 upload and 2 download which leads me to believe this site is inaccurate. I have also ran website based packet loss tests and come back with 0% loss. If anyone has anything they recommend to test or suggestions would be much appreciated. A friend of mine that lives in the same apartment complex as me always has 4 bar connection on xbox and lives about 100 feet from me using the same ISP.

    Edit:I do have a password protected connection so neighbors tapping into my net isn't an issue.
