Go download MS Media Creation Tool. Run it to generate a Windows Setup USB / DVD. Boot that and choose Custom Install. Delete all partitions and let setup continue on newly unallocated space.

If your computer is able to load its Windows operating system and has a working internet connection, please do the following in it:
Download and save the tsginfo.exe file.
After it's been downloaded and saved, double-click it to run it.
Information about your computer will appear.

You don't try to solve a possible hardware problem (ethernet card or wifi card) with software (re-installing Windows).
First you need to determine what the problem is. Re-installing Windows is rarely the solution.
