(Solved) Cannot Access Internet Options in Tools for Explorer 6.0

I trust this is the correct forum to post this problem! I am suddenly unable to open my Tools/Internet Options for Microsoft Internet Explorer 6.0.2800. I get the following prompt (see also file attachment): "This operation has been cancelled due to restrictions in effect on this computer. Please contact your system administrator."

What is going on? I have a sneaky feeling that a spyware file has disabled this! How do I get Explorer to open Internet Options?

Desperately seeking solution!

If you have SpyBot installed, go to SpyBot - Search and Destroy > Immunize, and UNcheck the "Lock IE Control Panel..." box.

If you don't, copy the bold to Notepad, and save as remove.reg (save as 'all file types').
Double-click it, and answer yes to the prompt whether you'd like the contents of the file added to the Registry.
Subsequently reboot.

[-HKEY_CURRENT_USER\Software\Policies\Microsoft\Internet Explorer\Restrictions]

[-HKEY_LOCAL_MACHINE\Software\Policies\Microsoft\Internet Explorer\Restrictions]

You are a marvel, and I cannot thank you enough! I had (foolishly) set the Spybot to block IE Options, and I did what you said and can now access Tools/Options! The prompt you mentioned did not come up, however, but I shall keep your post and do the further OK, as you suggested should I need to!

This is, by far, the most helpful computer forum I have ever experienced. You all's promptness and expertise is mind-blowing, and I am one happy camper. I only wish I could return the favor somehow.
