My wife wants me to delete a contact. That contact appears when she types the letter "B" and Bill appears. He used to be on contacts but was deleted long ago.
The problem is that when I went to Contacts to delete him, guess what?, he is not on the B list.
What gives with Hotmail? How can I delete a listing that doesn't appear?.

Are you using a hotmail client like Windows Live Mail for instance? Or is this direct browser-hotmail account access?
If its a client, check with the address list in the online account, I've had old contacts come back when syncing a client and that's because they are stored online with the hotmail account.

That list that pops up when you start typing in the "To" field is coming from Internet Explorer's cache (a memory store) of previously typed email addresses, irrespective of what's actually in your Contacts list. I believe it's called "AutoComplete".

(I'm assuming you access Hotmail through Internet Explorer. Apologies if my assumption is wrong).

To disable AutoComplete, open IE and go to Tools > Internet Options
    Click the Content tab
In the AutoComplete section, click Settings
    UNtick all boxes.
    Click "Delete AutoComplete history"
    Click 'OK'
    Restart IE
