I have a cassette that I want on cd. What do I need (hardware and software) and how expensive will it be. I am running Windows XP.

you should be able to get by with a cassette player with appropriate cables from the output to the mic or line input of your sound card. Audacity is a free recorder that can save as a .wav file to burn to cd. your pc should have a cd burner and some sort of software for making audio cd from local files once saved from Audacity. costs should be minimal especailly if you already have the cables and blank cds.

About the software, does Windows XP have the necessary software or will I have to buy that?

Audacity is the software you need to get for recording, as face1 explained.
