I've recently crashed and re-installed Windows XP on my Dell M4300. Completely removing all old data. After installing windows, I updated everything via Windows Update so that everything is good to go.

Now, when I startup windows xp, I get the normal Win XP splash screen: http://tinypic.com/r/2dt5b0g/6

After it loads, the screen immediately changes to this: http://tinypic.com/r/ivkca1/6

And it will stay that way until I manually shut it off. Upon turning it back on, the exact same thing happens. Notice that the messed up screen always looks differently: http://tinypic.com/r/5arg4m/6 (notice the different colors)

However, I can start up in safe mode just fine! No problems whatsoever!

What could be causing this and how can I fix it?

When Windows will only start in Safe Mode, it's typically a sign that you've got a bad third-party driver installed (since they are not loaded in safe Mode) and in your case I would have to say it's the video/graphics driver. In Safe Mode, Windows loads it's own low-res generic video driver, hence no stripes on the screen.

Download the correct video driver from Dell if you don't have a driver CD for your M4300, and install it in Safe Mode.
You can get internet access on your M4300 (to download driver from Dell's website) by invoking the Advanced Startup Options and choosing "Safe Mode with Networking".

I'm going to assume that you have a Dell Precision M4300 Mobile WorkStation laptop - which has NVIDIA Quadro FX 360M graphics.

Here is the most current graphics driver for it for Windows XP - 296.88(6.14.12.9688).

Wow thanks guys! I did a system restore and re-installed all the drivers except for any video-related drivers. That must have been the issue. The video driver I had downloaded before is compatible, but apparently it conflicts with something. Thanks for guiding me in the right direction!
