THE WORSE HAS HAPPENED. windows will not start. (win98se)

here's what happens on my second computer:

computer boots up ok
windows98 begins to start up(the deskstop picture appears)but
i receive THIS MESSAGE in the middle of the screen:

ERROR STARTING PROGRAM
COMCTL32.DLL WILL NOT START.
(OK)

PRESSING OK 3 times makes the error message disappear, but windows is frozen (DESKTOP PICTURE STILL APPEARS BUT NOT ICONS NOR TOOLBAR,ETC,)

I tried restoring a registry and scandisk from dos. register check too.

NO EFFECT ON ERROR MESSAGE.

THANKS SHARK.

That one's pretty common, something overwrote the file and you need to extract a new one.
See this article HERE

Try to start your machine in safe mode by restarting and just after the memory count and before windows loading message start tapping the F8 key, from the menu choose safe mode.
It's easier to extract the file using sfc per the article then the dos method
