This happened just today, (I note that because I've heard things about this dll changing from an update in the past) all of a sudden, my computer is having problems playing DVDs in every program, and when I install anything, it comes up. I've thought about reshacking it, but I'm scared of the consequences of doing that.

On another note, would a disk drive being underpowered result in the incapability to play DVDs?

Might try going to www.dll-files.com. You should be able to get the needed file there.
Before messing with any registry stuff click on Start>Run type in 'regedit' (w/o ') then select export and send it to a file in my documents, just incase you need to re do it.
