Explorer.exe application failed to initialize. (0xc0000022)

I have done a search and found no references to this problem here on the boards. It just started a few days ago on my system I can log into my main user account but any new accounts that I creat and any other accounts even my wifes with admin rights get this error. I have tried a system restore to a fedw weeks befor the problem started with no results. I am at my wits end any Ideas. I have also tried to find a way to give full permision to the system32 folder and files contained in but cant find a way. I am running windows XP pro with Service pack 2.

Scroll down in the link a little, and it tells you how to disable it.
