Software running speed is not related to Internet speed 90% of time.
There are two problems here, But I think the internet speed is going to inconvenience you more than Software speeds.
Please check www.speedtest.net and click on "Begin Test" to start, wait for result ,
If it possible for you take a screenshot and paste for us to see.
After we made sure about ISP we can continue on other matters.

    Hello aprilp,
My name is Krishna and I work for the Social Media and Community Team at Dell. It may be the Antivirus software that is slowing down the internet. Try starting windows in safe mode with networking and see if you are facing the same issue. You can also run MSCONFIG & disable any unnecessary programs from loading at startup. Make sure to remove any unwanted third-party toolbars from your Internet browser. Hope this helps.

    Regards,
    Dell-Kris K

So, your ISP is provides you a good enough speed internet.

    Please download HijackThis:

Please go here to download HijackThis.
    • Save the HijackThis.exe file to your desktop.
    • Double-click the HijackThis.exe file on your desktop to launch the program. If you get a security warning asking if you want to run this software because the publisher couldn't be verified click on Run to allow it.
    • Click on the Scan button. The scan will not take long and when it's finished the resulting log will open automatically in Notepad.
    • Save the log file to your desktop. Copy and paste the contents of the log in your post.
Please do not fix anything with HijackThis unless you are instructed to do so. Most of what appears in the log will be harmless and/or necessary..

This log seems Okay to me except "Spotify Web Helper".
If it possible, uninstall this software, restart and try to figure if the problem would solve.

I wish I could discover in which sites, normal sites or sites with flash or Ajax ?
Is it slow with all of your browsers like FireFox,IE,etc?
Have you tried to install some software that monitor your data input/output like DuMeter ?
It is a very useful tool that can shows you what data is exactly comes in and out of your computer.
It is not free but you can use it for 30 days for free.
Another tool maybe useful is "Process Monitor" It is free and you can download it from HERE
It will monitor ALL your computer activities.
But I recommend FIRST to download Dumeter, Install it and then click on "View Network Connection" and see if some program wasting your bandwidth.
