I have been hearing this myth that people are installing Mac OS on PC's. Is this possible, legal, and if so then how do you do it?

It's not legal, it violates the EULA (End-User License Agreement) that you as the user must agree to upon opening and installing the OS onto your computer. The EULA states that you can not install Mac OS X onto a non apple-labeled computer.
