The problem was that all my Microsoft Office 2003 programs launched the installer, reporting: "Microsoft Office [Program_name] has not been installed for the current user."

The cause of my problem was that the file OPA11.BAK was removed from the C:\Documents and Settings\All Users\Application Data\Microsoft\Office\Data subfolder. This occurred because I restored my C: drive from a disk image, and the Backup program by default didn't originally copy files with a .BAK extension! Other utilities might also delete this file.

The solution was to restore the file by copying OPA11.BAK from another computer with a good copy of Microsoft Office 2003.

This was a terribly annoying problem, and despite a lot of searching, I have not seen a real solution. So I hope this helps.
