Is there any unknown device, PCI communication, modem, or other device with an error listed in Device Manager?

Have you tried running the Add New Hardware Wizard in the Control Panel?

It's not a good sign that XP didn't automatically find it.

If there is a device in the device manager with an exclamation mark, red x, etc., I'd remove it, do not reboot, and scan for hardware changes.

XP should still find the hardware :(

Is there anything listed under 'other' or 'unknown' in device manager?
