This morning my Taskbar had disapeared after a reboot, although desktop icons were still present.
Process explorer.exe was still running according to Windows Task manager so I tried ending this (desktop icons disapear) & restarting it (file>"explorer").
While this brought back the desktop icons, the taskbar was still missing.
I currently have my laptop connected to a HDTV via a HDMI cable so I can use it as a BluRay disc & media player, so I checked this, swapped primary monitors etc, to no avail. until I actually disabled the 2nd monitor that is... tada! For some reason, the taskbar had been sent to monitor 2, the HDMI fed HDTV, but because of the disparitry between the monitor resolutions (laptop panel is 1680x945, but the HDTV is 1920x1080), the taskbar was being sent outside of the displayed area.
Yes, I realise this is quite a noobie fault, but as i'd already searched several forums to no solution, including this one, i felt i should share it.
So my solution to the missing taskbar on windows vista fault is to check your display properties, if you are using more than 1 monitor, try disabling the 2+ screens, the re-enabling them. Worked for me anyway.
