    Dell Dimension, win XP.
PC has original DVD drive, added DVD burner and added floppy.

Power at least is connected to DVD (light comes on). Burner and Floppy don't have lights. Compputer does not show the drives as available.

I was selling the PC, so I deleted some apps(MS Office, Photoshop), games, etc., then ran a HDD cleaner to wipe empty space.

Tried re-seating cables, looked at BIOS, but I really don't know what I'm looking for.

If its a Dell you need to enter the BIOS setup, F2, and enable the floppy and the IDE channel the DVD drive is on.

Best thing to do when selling a computer is to fully wipe and reinstall Windows; clears ALL your data and clears all your programs and any errors or problems that computer may have as well as returning the computer to a clean and fast state.

H/w Wizard says device corrupted or missing (code 39)"

I did get the floppy device recognized.
