I just bought a brand new cpu case enclosure with a 500 watt switching power supply.I took it out of the box and plugged it in but it wont do anything? Is this normal? Do i have to have a motherboard installed for the power supply to come on?

    Yes.

PSU's require a minimum load on the 5v and 12v rails in most cases before they will power up.
