Solved: Radeon HD 4850 1 gig fan broken

So the fan on my graphics card, an HD 4850 1g, stopped working recently and now when I play any fairly demanding game the GPU reaches temps of up to 107, making games impossible to play. I'm fairly ignorant when it comes to the hardware side of things, so any suggestions as to how to tell whether it's a PSU problem or if it's just broken? And either way, the best way to go about fixing it?

Is there absolutely no way to replace the fan itself? Or even the whole fan/heat sink unit?
