I previously assisted you with a topic regarding a problem on this computer and your specs then were

    Antivirus: Windows Defender, Disabled

Although are system utility reported Windows Defender disabled it was not, that is a glitch in our utility because of the way Defender works

I have little doubt that the problem is Norton Security suite
It is known for causing problems especially on windows 8.1

If it is the free version you do not have any difficulty with uninstall it in programs and features from Control Panel and then REBOOT
    and run the Norton tool

    REBOOT and test

Even if it is the paid for version I still recommend its uninstall HOWEVER ensure you have the means then to reinstall using whatever details were provided with the provision of the paid for version.

AFTER uninstalling Norton reboot and check that Windows Defender is enabled
Update it by clicking update tab
