I have a Seagate 500gb drive that I need to test and I do not know it history.
When I plug it into a XP machine the computer does not see it.

Does this drive need a special driver for windows XP or do I have a bad
drive? How can I trouble shoot. Its part number is 9NL6A6-500 and is
    called Seagate Freeagent Pro.

    Thank you,

No drivers are needed for USB drives, Windows has all the necessary drivers.

You can take the enclosure apart and test the actual drive, it may just be the enclosure that is broken.

When I go to Device manager I can see where the drive is listed under
disk drives and I can look at the properties of the drive. So it sees like
the computer knows it there but I don't have a drive letter for it. Any suggustion
    to go form there.

Ok, so thats just a file system issue. You can initialize, partition, format it, and assign it a drive letter from Disk Management.

You should also test the drive with the Seagate diagnostics: http://www.seagate.com/support/downloads/seatools/
Run a full test/scan of the drive.
