Solved: Taskbar problem.

My taskbar appears to be locked altogether. It doesn't respond to the mouse pointer but is otherwise functioning. The clock is ticking, the start menu can be opened using the keyboard, and application tasks appear whenever I fire up any program.

The pointer Icon does not change into a sand clock when over the taskbar.
Also, the taskbar is responsive for like 4 seconds when I start up windows.

I've tried restaring several times, changing users and playing with the 'control panel -> Taskbar and start menu' thing.

Have you tried disabling the SSDP Service in windows?

(Instructions from Microsoft's website)
1. Right-click My Computer, and then click Manage.
2. Click Services and Applications.
3. Double-click Services.
4. In the Services list, right-click SSDP Discovery Service, and then click Properties.
5. On the General tab, in the Startup type drop-down list, click Disabled.
6. Click OK.

Note When SSDP Discovery service is disabled, new devices on the network cannot be found automatically.
