I got a laptop from a friend that he gave me to fix. But I'm stumped. I can ping all websites from command, yet when I use safari, firefox, or IE. I get "the address is not valid" and my address bar turns in to http:///.

LAN settings are on auto detect, no proxy server.
The computer recieves an IP from the router.
There are no add ons. I removed suspicious things from HijackThis
    I ran ComboFix,
I scanned with a few AV programs.
I reset all IE settings, I deleted all cache and temp items using ATF cleaner.
Nothing is on startup besides microsoft services.

It does not connect in safe mode with networking either.

I got 2 errors with winsock.

The first said the import file could not be found, it continued.
It asked me to reboot the computer, followed by Run time error 53 "file not found"

To reset Winsock for Windows Vista, follow these steps:
Click , type cmd in the Start Search box, right-click cmd.exe, click Run as administrator, and then press Continue.
Type netsh winsock reset at the command prompt, and then press ENTER.

Note If the command is typed incorrectly, you will receive an error message. Type the command again. When the command is completed successfully, a confirmation appears, followed by a new command prompt. Then, go to step 3.
Type exit, and then press ENTER.

What I would do, install another browser like firefox or chrome, see if it works, if it does then it is a problem with IE most likely, at least it will narrow it down a bit.
